Building with no parking

I am working on an existing building in a commercial core. The building has no parking lot, but there is leasable parking spots in the vicinity.

My project has EA c1 listed as a possible Regional Priority credit. This credit allows 1-19 points, does my project apply for a Regional credit if I get even (1) point on EAc1?
