Salvage materials under MRc4

NC-2009 MRc3:Materials Reuse

From what I've read in the LEED manuals and seen online, used salvaged materials that would have qualified under MRc3 can also qualify as recycled materials, provided that you don't count them for

Has anyone ever experienced process load lower than 25%? We are working on a museum currently having process energy cost equal to 16% of the total baseline energy cost.
