greenfield or previously developed site?

Dear all, we cannot decide whether we should treat our site as previously developed or as a greenfield site. Hope anyone can help me with this.

For a building I have to use the Building Area Method (ASHRAE 90.1-2007, 9.5.1) because some calculations were already developed through that method and now changing the method would be complicated
