Using Dry cooling tower

NC-v4 WEc3:Cooling tower water use

My factory project doesn't use regular Cooling towers, they use Dry coolers (dry cooling towers), which don't use water at all. Can we claim to achieve this credit by no using make-up water?

LEED v4 BD+C NC WE Outdoor Water Use Reduction implies the use of a calculator (Oudoor Water Use Reduction Calculator) that must be used to calculate savings against LEED beseline
