Default EIA rates for India

Hi! I'm working on a project in India. We cant obtain the utilities rates so we were trying to use the deafault EIA rates like other projects we did in the US. However it looks like EIA.gov does not have utility rates for countries except the US. Am I looking at the wrong place? Are there another acceptable recources to ge default rates? The closest i found is this https://www.globalpetrolprices.com/India/

There is no requirement for using a published rate. Does the owner of the project own other buildings in the area? Or do you know others who pay the local utility rates? You can just figure out what the local rate is without getting it from the utility.

Thanks for your reply. The project is confidential so a lot of information are not available. That's why i want/need to use default values.
