Does the credit require separate submeters for each equipment or can those be combined?

Our project design includes a submeter that is for both the hot water and HAVC system combined....

I have read the previous threads but still not sure about the tenant submetering.

The Table 2 in LEED CI guideline indicates that no submeter is required for the cooling if it is included...

Is there an alternative compliance approach to this credit? My project falls under Case 1 (less than 75% of the project space), but my client owns the floors hence the lack of a lease agreement....
