NC-v4.1 MRc2:Environmental Product Declarations

Different Steel Mill Locations = Different Products?

I was under the impression that Rebar from CMC that was produced at different mills in different states and each have an individual mill-specific EPD can be counted as different products when tabulating EPDs. I recently received comments that CMC rebar can only count as 1 EPD. Has anyone encountered this before?
