I have a project where we are doing a CS certification for the building owner and a CI project for the main tenant at the same time. I was about to submit both for Preliminary Certification.

We are targeting this credit for a project with more than 70% of the buildings are utilised for industrial, processing, storage and manufacturing activities.

What happens if the developer doesn't have any tenants onboard at the time of certification? Can a draft lease agreement suffice?
