Using Schools option 2 - Pedestrian Access for a Community Service Center

Has anyone ever seen new construction projects where an exception was made for them to use Schools option 2  - Pedestrian Access even if applying for another type pf building?

Does LEED v4 no longer encourage buildings to use MERV 10 and MERV 13 filters? I've combed though the rating system and no longer see these mentioned.

I am modeling one floor of a 31 story building, I would like to verify the following:

Time limit for a project completion

Healthcare-v4 MPR2:Must use reasonable LEED boundaries

An existing building will be under major renovation and we plan is to get it certified.

For technical and administrative reasons, the project completion may take around 7 years.
