Is it a mandatory provision?

Yes, it is a Mandatory Provision of HVAC controls for ASHRAE 90.1-2010. It states "Heating systems located in climate zones 2–8 shall be equipped with controls that have the capability to automatically restart and temporarily operate the system as required to maintain zone temperatures above a heating setpoint adjustable down to 13°C or lower." But for a space served by a split system, is it possible to comply with this requirement?

You must comply with all mandatory provisions. This is easily accomplished with a programmable thermostat.
