Science behind maintaining internal temperature and relative humidity

Hi.

LEED requires "maintaining an internal temperature of at least 60°F (15°C) and no higher than 80°F (27°C) and relative humidity no higher than 60%."

Are the anticipated diversion rates that need to be included in the waste management plan the overall diversion rate (e.g., 80% diverted) or per waste stream (e.g., 20% steel, 12% drywall, etc.)?

No cooling tower - District cooling
