Diverse Uses - Commercial Anchor in a very small town

I have a library project in a small town - population 739. There are commerical offices within 1/2 mile of my project but none of them have over 100 employees.

We have a project that there are two steam plants, one for dehumidifier and processed steam. We have rack washers that use Steam and electricity to do the job.
