I have a library project in a small town - population 739. There are commerical offices within 1/2 mile of my project but none of them have over 100 employees. Has anyone had success in claiming a smaller community anchor in a small community, if the largest employer has 8 employees (more than 10% of the town's population)?

My hunch is that the project just isn't eligible for the credit. Definitely agree with asking, though.

I have presented similar issues to usgbc/gbci and their response "not every credit is applicable to every project".
