Energy Model AND LEED Excel sheet required

NC-v4 EAc2:Optimize energy performance

Are both required to be completed?  If so, one has to enter all the building information into compliant energy modeling software AND into the LEED Excel sheet?  That's ridiculous.

Should other buildings within the LEED boundary be counted towards this credit? These existing buildings will not be getting certified.
