Schools should be able to start bike lanes on their property and connect to either bike lanes or sidewalks regardless of the width. No additional bike network should be required for schools.

I think doing this assessment is worthwhile but the requirements needs to be more specific. Is there a tool that should facilitate this or how detailed does it need to be?

For credit, is it necessary to make calculations within the plan, regarding the baseline calculation, the reporting period? Or is it just describing the elements to do the calculations?
