Hi, in my current project I am dealing with a manufacturer who provided the Recycled Content with percentage report with mention whether is post-consumer or pre-consumer for some reasons.

Is there a common practice the can be considered as post-consumer or pre-consumer?

I'm not aware about such practice. I suppose at better case it would be considered as "pre-consumer" as a "worse case scenario". So it better to check with the manufacturer and get some official letter from it declaring either it's pre- or post- consumer Recycled Content.
