Is it possible to claim tenant lighting savings due to local code requirements, without a signed tenant lease agreement?

Dear everyone,
We are working on a office building project and pursuing the option 1, and therefore we have to comply with strategie B: Interior Cross-Contamination Prevention. 

We are needing some help w/ the finer details of metering and complying with the requirements of this credit but also trying to be rational about the extent we need to go for metering the end uses.

I have an apartment complex with a separate community/leasing building that is about 20% of the total project.

Hi, 

Is this calculated as the gross energy cost (i.e. without reducing energy cost with the renewable energy offset) or the net energy cost?

In the reference guide of LEED ID+C V4,  it is mentioned under prerequisite  the newly installed plumbing fixtures must be according to the Table 6 flow rates.
