Addressing Only Portions of Credit Requirements

I have received a review comment on MRpr1 that indicates that I only addressed "a portion" of the credit requirements for MRc1, 2 and 3 and need to address the full credit. I am confused.

How FINAL is the Appeal?

EAp2 was denied in our final design review. We are going to appeal this by addressing their comments and getting the energy savings above 10%. My question is, IF the appeal is denied, what then?
