There was a similar post asking about this aspect here: https://leeduser.buildinggreen.com/forum/cooling-towers-central-plant. You will want to provide a narrative with your regular calcs explaining the systems so that it's clear to the reviewers. If you want a more certain answer, you could ask LEED Coach to be sure....
