I have read that in order to achieve the LEED AP credit within LEED v4, the project will be requiring APs to be accredited with a "specialty appropriate for the project".

What happens if the developer doesn't have any tenants onboard at the time of certification? Can a draft lease agreement suffice?

We are not pursuing IEQc4.4 for our project. However, the contractor has stated that we may be able to add it.
