Must submeters not within Option 2 list be read weekly?

We have a main, fire water and irrigation meter. If read weekly and calibrated properly we have what is needed to obtain 2 points in this credit.

EAc1 and EAp2 don't require a PE seal. Is it really required on the SEP submittal for this credit?

For prescriptive method 2, We have shallow depth perimeter offices with full height glass walls facing the interior spaces.

We are working on a LEED for Schools (v 2007 -- again, listed here because there's no v2 Schools section) that just had an exemplary performance strategy denied for achieving >40% reduction.
