Air cooled chillers and other air cooled equipment.

Question: If I have an air cooled chiller selected at non-ARI conditions that has a full load efficiency of 3.0 COP, does it comply with the minimum efficiency requirement of 2.8 COP from ASHRAE -

I have conflicting information on a few Innovation points that have been achieved on certain projects, but are apparently being denied on current projects being deemed "too easy" by the GBCI review

Cooling and heating specification

If my project does not have any heating system at all (but it will have cooling system), Are the baseline and proposed models required to have defualt heating system as specified in appendix G?

If I have a space (manufacturing warehouse) that is served by Evaporative Coolers only. Do the Mandatory Requirements of ASHRAE 90.1 section 6.4.3.4.2 & 6.4.3.4.3 apply?

I am assisting on a project that is 8,000 acres. The LEED FAQ sheet suggests that projects greater than 320 acres certify under multiple submissions.
