Reclaimed land from Sea

Dear all, I'm doing LEED NC project and the building site is the reclaimed land from the sea. Of course, the owner just bought that site from another developer.

My LEED project is located on reclaimed land (connecting/filling 2 islands to 1 bigger island) with no previous development - I am wondering if I can pursue this credit according to the Greenfield

Can someone please clarify for me what product type a "latex enamel undercoater and primer sealer" would fall under? I'm confused as to whether it's considered an "interior flat coating or primer"
