M&V credit energy model calibration

With the removal of the M&V credit under LEED V4.0, is a calibrated energy model still required under Fundamental Commissioning and Verification credit or some other LEED credit?

We are working on a project in Massachusetts, and I wanted to clarify what the Economizer High-Limit Shutoff requirement for Baseline case. All of Massachusetts is listed as Climate Zone 5.
