Single Tenant building, no parking

I am working on a CI project that is located in a single tenant building that has an area more than 75% of the total building area. The building has no parking and none is subsidized.

If a CI project occupies an entire building, but has no parking available for the occupants, would this satisfy the requirements of this credit?

no minimum local zoning regulations

What if there are no minimum local zoning regulations regarding number of parking spaces? In that case, is it enough to provide preferred places for carpools?

High School Campus With No New Parking

We are doing a project where the addition to a high school on a large campus included no new parking spaces. We are pursuing Case 1, Option 2, No parking or subsidized parking.

There is no parking space available around the building, will that be satisfied for Exemplary Performance under the Version 3 rating system?

Using 5% of Total Parking Slots instead of 5% of FTE

Similar to the situations below. We are certifying only the 7F of a building (294 FTE) under LEED CI v2009 and according to this credit we need to provide 15 slots fro carpools.

First question: In SSc3.3 for CI reserved parking spaces for car/vanpools are to be at least 5 % of FTE. In NC SSc4.4 parking spaces should be reserved for 5 % of number of parking spaces.

Our project is a small TI inside a larger building on a campus with other buildings. The project falls under Case 1, Option 1.
