I am looking at a chemical free cooling tower maintenance system that returns huge water savings. Is there a threshold on the number of credits for one facility component?

Does it mean that projects which are using air cooled chillers are not eligible for this credit and therefore are "punished" for using no potable water for chillers?

How does the line of thought go that balances out not using cooling towers (e.g. air cooled chillers)? Is it bad to not use a cooling tower? is it good? does it balance out in the energy points?
