Does it mean that projects which are using air cooled chillers are not eligible for this credit and therefore are "punished" for using no potable water for chillers?

HI Jiri, Unfortunately, it seems that way. If the project does not have cooling towers, then I believe that WEc4 cannot be pursued.

I think the only way to get ID credit for using air cooling is to prove your specific air cooling system has very sound sustainable / environmental value which is not addressed by existing points.
