Combining SSc4 and IEQc2.1 Surveys

I have seen suggestions to combining surveys for Alternative Commuting Transportation (SSc4) and Occupancy comfort survey (IEQ 2.1).

Can anyone help with the text box asking for a description of the data collection methodology etc.? We are using option 3. The survey went out to everyone and we got 66% participation.

Alternative fuel vehicles

In Brazil, many cars are ethanol powered. Can I consider ethanol powered cars as alternative-fuel vehicles for the purpose of the credit SSc4 of LEED EBOM 2009?
