pursuing thermal confort in a museum/gallery

Our team is pursuing this credit for a museum/art galleries building. I´ve been checking the IAQ matrix and if I am strict, we should forget this credit.

If there is a manually controlled exhaust fan (hood) at a workstation within a kitchen would it be considered as a means of thermal control for that workstation.

I was wondering in order to comply with this credit, will we have to provide thermal controllability for 50% of the 7 cubicles or can we just consider it a multi-occupant space?

We are working on a higher education project which is made up of mostly multioccupant spaces. We have 30 workstations in an open office as well.
