If the credit is applied on Metro stations , can i presume that the credit holds good only for office spaces or regularly occupied spaces within the station ?

Collaborative space within pods of workstations

In the center of a pod of 8 workstations there are two breakout tables for collaborative work. Each workstation has a tasklight.

Pool in a Hotel

Does this space need to comply with the Controllability credits? It seems dangerous to allow anyone in a hotel pool environment to control the lighting.
