we have pipe fitting sealant and the VOC Content that mentioned in the MSDS is 11% what is this mean ?

We have a project that requires sheet vinyl flooring that is "static dissipative and static conductive". The conductive adhesive has 56 g/L VOC.

Photoluminescent Stickers

Are photoluminescent stickers used for luminous egress path markings subjective to this (or any Low-emitting materials) credit?  Paint and adhesive for the product are factory applied.
