If all the plumbing fixtures are to be installed in future by tenant, and if I check Tenant Neutral for WE p1; I will not be able to achieve the prereq. 20%. Is this typical?

My project has achieved a 82% savings in flow & flush fixtures through recycling 100% of the waste water and reusing it for WC and urinal flushing. We documented this with a spreadsheet. Howe

Evidently, installing automatic shut-off controls for showers is deemed as not water saving strategy by the USGBC's LEED Department.
