I ahve read that for LEED v4 BD+C Target Finder results are not required for projects outside the USA. Is this aspect still valid for LEED v4.1?

the project regards a campus (multiple buildings) served by a trigeneration plant (plant producing electricity, heat and chilled water). LEED versione is v4.1.
