"Comply with ANSI/ASHRAE/IESNA Standard 90.1–2016, with errata or a USGBC-approved equivalent standard."
Are there any lists of published approved equivalents? Would IECC 2018 be considered?

I am not aware of a list.
I think that IECC 2018 references 90.1-2016 for commercial buildings.

The TAG has only looked at CA Title 24 and Canada's National Energy Code for Buildings (NECB) as ACPs. There is no effort to review IECC as an equivalent and certainly none that would allow C407 in lieu of Appendix G.
For what it's worth, PNNL's assessment of IECC 2018 compared to 90.1-2016 indicates it's worse on EUI for all building types apart from strip malls*, stand-alone retail* and non-refrigerated warehouses when it comes to purely prescriptive compilance. https://www.pnnl.gov/publications/energy-and-energy-cost-savings-analysis-2018-iecc-commercial-buildings
*PNNL selected their C406 option to be reduced LPDs, so that reduced their sales area lighting making it marginally better than 90.1.
