In the Walkable Streets Prerequisite, specifically at point C.

I am wondering if there is a mistake for the item c requirement and its reference (or lack thereof) to exempting alleys?

Does surface parking count as a garage and/or service bay?

I have a few questions about this prerequisite: b. How is a block length defined? Is the block length a total for all frontage length of a building or a test for each individual frontage? c.

Is there a definition for what constitute an alley? I cannot find one in the Reference Guide. Thank you
