How detailed does the sub-metering have to be to account for 'at least 80% metered subsystem'?

I am working on a CS project and each tenant space is metered separately with a single meter.

The credit requires to submeter at least 2 of the following subsystems: irrigation, indoor plumbing fixtures and fittings, domestic hot water, boiler, reclaimed water, and other process water.

I just want to make sure that it is sufficient to meter 2 subsystems; not all that are available in a project.

A large office building is being certified using LEED Core & Shell.

We are working on a core and shell project which currently has no indoor plumbing fixtures installed. So we have just one sub-system to meter (irrigation).

Can a fire suppression water line be one of the sub metered uses to meet the intent of this credit?
