Is lighting inside a facade or double skin considered as exterior lighting ?

We have fixtures that are located in a covered area (under a plaza) which exceed the allowable uplight rating.

This may be an academic question but I am unsure on the wording. The modification of the lighting boundary depends on adjacency to a walkway or a public street.

If I understand the LEED requirements for exterior lighting, we will be following the BUG guidelines for all lighting that will remain on from sunset to sunrise.

In LEED v2009 there is mentioned the following about the lighting boundary: illuminance generated from a single luminaire placed at the intersection of a private vehicular driveway and public roadw

Is existing lighting required to be included in the BUG rating prescriptive method? We have a project where only some site lighting is being upgraded; the rest will remain.
