Is lighting inside a facade or double skin considered as exterior lighting ?
The light fixtures are inside a double skin and illuminate the facade at level zero and therefore illuminate the adjacent walkway.
Can we consider that as interior lighting (it is indeed interior) and still pursue this credit without taking these luminaires into account in our calculation ?

building exterior - a structure’s primary and secondary weatherproofing system, including waterproofing membranes and air- and water-resistant barrier materials, and all building elements outside that system
building interior - everything inside a structure’s weatherproofing membrane
For other credits (VOC related) the design team should have already defined where the line is for what is inside, and what is outside of the building. Use the same line for this credit.
