Use of Section 438 for Option 1 Path 1

It is our understanding that Section 438 is used only to define the 95th percentile and that there is no requirement to follow Section 438 in full.

We are planning to follow option 2 (Natural Land Cover Conditions). The area consists mainly in clay with very low infiltration capacity.
