CO2 sensor issue

Hello all, I would kindly ask for an information please. My HVAC multizone system, looks like this. VAV AHU system (with sensible heat recovery, no mixing) + Fan Coil Units (FCU).

We have a project where the building is three separate retail tenants all being served by a single ERV that is supplying 100% of the space outdoor air.

In IEQc1 Form under MECHANICAL VENTILATION, are those questions about occupied spaces relate to the Base Building (Core and Shell) or to the whole building (including tenant spaces)? Thanks for you

We are working in a CS project without any densely occupied spaces. The project contains VRF units to condition spaces and one fan supplies outdoor air to these units.
