Lease Agreement an option to comply with the credit requirements

Hi, We are currently documenting the requirements for this credit and our option in order to comply is to provide a Tenant/Lease Agreement. The LEED requirement says, "provide the legally binding document associated with the project, signed by both the developer and the tenant, explicitly stating the performance requirements for the tenant work." Since at this time, it is still unknown to the owner who will be occupying the tenant spaces and no one has to sign yet for the tenant. What other options can we do to meet the requirement? Please advise. Thanks a lot!

I have seen review comments that if you do not yet have tenants on board at the time of certification, you just need the owner or developer's signature on the lease.

We've recently received the following review comment: "For the Certification application, note that the Tenant Design and Construction Guidelines created for SSc9: Tenant Design and Construction Guidelines are not typically sufficient to meet the requirements of the Tenant Sales and/or Lease Agreement compliance path, as binding language must be included in the documentation and the documentation must be signed by the Owner and tenant (if known)."
