We received a declaration from a material producer stating that the product "contains ca. 80% recycled content" and "we assume that 50% comes from post-consumer".

Not sure how it looks in the US, but in Europe we have different concrete classes depending on its strength and - what goes along with that - different material ratio.

Recycled Concrete for Temporary Haul Road

The project is using recycled concrete, purchased from an off-site source, to construct a temporary haul road. Can this material be counted towards MRc4 for its recycled content?

I know MEP components are not included in the MR4 credit. What about piping or duct insulation? Insulation is part of Division 7, so I say it should be included.
