When can we use actual occupancy counts in energy modeling? Is it necessary to have a tenant lease to use the actual occupancy counts?

Dear all, I have just completed the EAp2 submittal with all the info and uploads associated, but when I put "Check Compliance", it does not turns the "N" (no) to a "Y" (yes).

Dear Sir, There is a project with a office tower ,a hotel tower above the fifth storeys and a commercial podium below the fifth storeys.
