I guess that it is a repetitive question but I need to be sure.
Do we have to include automatic lighting controls for tenant spaces, which are out of our C&S scope, and impose them in the tenant sales agreement since they are mandatory provision?

I think that you only need to demonstrate compliance with the mandatory provisions related you your scope of work. If a tenant wanted to do LEEC IDC for their space they would need to ensure compliance with the mandatory provisions related to their scope of work.
