Our project has an irrigation submeter that covers approximately 75-80% of the irrigated landscape.

Water deduct meters acceptable as submeter?

Could a water deduct meter be used as a working submeter assuming it properly segregates systems such as the cooling tower or irrigation?

Our project if a large office building with approximately 1200 employees. We have a whole building water meter and a domestic hot water meter. If we add a meter into the commercial kitchen.
