LEED v4 Credit Question: Green Power and Carbon Offsets - are we allowed to round up on this one?

Hi Marcus, posting this one to the v4 credit forum since the v4.1 forum does not appear as robust. 

We are substituting the v4.1 Renewable Energy credit. 

Due to REC pricing violitility it may make sense to purchase the credits earlier in the project. Can RECs be purchased before the LEED project is registered?

My project pursued optimized energy performance option 2 - prescriptive compliance. An Energy model was not created for this building, so I intend to calculate out energy use via the U.S.

Wondering whether the following carbon offset standards are compliant with LEED:

- VCS

What does it mean for the Green power and carbon offset requirement to Engage in a contract for qualified resources..., for a minimum of five years, to be delivered at least annually ?
