PBT Source Reduction - No Circular Fluorescent Lamps?

Does anyone know the reasoning / sustainability behind not specifying circular fluorescent lamps? For LEED HC MR4.1 PBT Source Reduction - Mercury in Lamps, it says Do not specify them. Thanks!

Has anyone had success in using this as an innovation credit for a health care project (or any project) registered under LEED NC or LEED CI?

Do LED lamps qualify automatically for this credit, regardless of its rated lifetime?

I am checking a compact florescent lamps compliance (integral ballast, bare bulb), which should be 10,000 rated hours according to the credit table. The CFL cut-sheet I've been provided with state

For LEED-Healthcare MRc4.1, can you confirm that the rated hours criteria is for the lamp or the ballast?

Applies to equipment as well as building lighting?

We have a question whether this credit applies to lighting integrated with medical equipment, or if the credit only applies to permanently attached building fixtures, like the low-VOC and other MR
