CFL compliance

I am checking a compact florescent lamps compliance (integral ballast, bare bulb), which should be 10,000 rated hours according to the credit table. The CFL cut-sheet I've been provided with states: Life to 10% failures EM = 6500 hr Life to 10% fail Preheat EL,3h =8000 hr Life to 50% failures EM = 10000 hr Life to 50% fail Preheat EL,3h = 13000 hr I don't know which of this test I should compare my CFL lamp against. Please, can anyone help me?

Typicallly fluorescent lamps are rated at 50% failure rate based on 3 hour starts. I would be using 13,000 hours in your example.
