Does a stand-alone one-story building, of 1,600 sf, that contains just public toilets and sinks in a park setting, and no full-time occupancy, meet minimum program requirements for LEED v4 New Construction? Thanks.

Yes, it does. It meets the SF requirement, and the lack of FTEs has never been a barrier for LEED eligibility, just (in v2009) a barrer for earning IEQ credits. There is a section in the LEED Reference Guide on special project circumstances that is worth reviewing; however, I don't see a mention there of credit-specific restrictions relative to not having FTEs.
