How can structure and shell only be allowed to contribute towards 30% of the compliant building material cost, when 25% is enough to fullfil this credit?

You can't exceed 30% structure products within the 25% compliant products. Make sense?
In other words, if you have 100 compliant products all of the same cost, and that constitute 25% of the total value, no more than 30 of those should be structure.

If a project is core and shell though, the entire thing is structure and enclosure, so how can we meet this credit? I am working on a cold shell project where we are not building out any finishes. How can we comply with this? Thank you.

You're right--that's a problem. And now there's a solution!
The MR-TAG just approved a revision to that requirement that will be released with the July 1 addenda. You'll have the option of using the project's actual breakdown of structure/enclosure vs. other materials instead of the mandated 30%.

Hi Nadav, will there be an updated BPDO calculator available for teams based on the addenda released in July? Specifically, the revised pathway for documenting sourcing of raw materials including the total value of structural elements and not the previous 30% cap?

Hello Miriam.
There is no minimum number of product to get the 25%. The Option 2 says - "Use products that meet at least one of the responsible extraction criteria below for at least 25%, by cost, of the total value of permanently installed building products in the project."
